Online identity verification
The Business Licensing Authority (BLA) needs to establish your identity so that it can carry out national criminal history and other record checks as part of your application to ensure that you satisfy the eligibility requirements
The BLA uses online identity verification services provided by Service Victoria to prove your identity and collect the personal information needed to complete your criminal history check.
Proving your identity online is the fastest and easiest way to complete your application.
You will need:
- a mobile phone
- three identity documents. One must have a photo
- to be able to take a photo of yourself with a phone and upload it.
If you have a Service Victoria account, you can log in and use your saved details for an even faster experience.
If you are verified online, you are not required to provide certified copies of a minimum of four identity documents or attach a signed Consent to criminal form history and other records checks form.
How can I prove my identity online?
You will need a smartphone to prove your identity online, even if you start your application on a computer.
It does not matter what brand of phone you have as long as it is less than about five years old. You must be able to take a picture of yourself on the phone camera and upload it.
1. Apply for a licence or registration
Proving your identity online with Service Victoria is available for all individual licence and registration applications. All applicants for motor car traders, second-hand dealers and pawnbrokers, and rooming house operators can also use online identity verification.
Start your application or renewal application in myCAV and you will be directed to Service Victoria if this option is available to you.
2. Prove your identity
You will need any 3 of the following identity documents (must be at least one document from each category). These must be original documents, not photos or scanned copies.
The best combination is a passport, driver licence and Medicare card.
Primary document
- Australian passport (current or expired within the last three years)
- Current foreign passport with a valid Australian Visa
- Full Australian birth certificate (not a birth extract or birth card)
- ImmiCard issued by the Australian government
- Australian citizenship certificate
Commencement document
- Current Australian driver's licence
- Medicare card
The names of your identity documents must match. If they are different you must be able to provide official proof of your name change. You can use an Australian marriage certificate or change of name certificate issued by a State or Territory registry of Births, Deaths and Marriages.
If you don't have these documents or are not successfully identified, you will be required to provide certified copies of a minimum of four identity documents and fill in and sign the Consent to national criminal history and other record checks form. For more information view Records checks.
How it works
Proving your identity online isn’t hard but there are a few steps.
When you start your transaction in myCAV, you will need to consent to using Service Victoria to verify your identity before being commencing online identity verification.
1. Enter your mobile telephone number
When redirected from myCAV, enter your mobile number and you will be sent an SMS with a unique link. Follow the prompts to commence the online identity verification process on your mobile device.
2. Take a photo of your first identity document
You can use a passport, birth certificate or ImmiCard.
Your documents must be in good condition. Damaged or worn-out documents will not work.
3. Capture an image of your face
Take a selfie on your mobile phone and we’ll match your face to the image on your photo ID. We don’t save this.
4. Take a photo of your second identity document
If the names on your documents don’t match, you’ll need an Australian marriage certificate or change of name certificate as evidence of your change of name.
5. Create a Service Victoria account (optional)
Upon successful verification you have the option to remember your identity details. Creating a Service Victoria account will save you time when you lodge another licence or registration application or renewal application with the BLA.
6. Provide details of a third identity document
Enter details of your third identity document for your criminal history check.
