About the funding round
In September 2018, the Victorian Property Fund (VPF) grants program held a two-stage funding round to support housing development projects that would increase the supply of affordable and environmentally sustainable community housing for low income and disadvantaged Victorians.
The process involved:
- an invitation for expression of interest (IEOI) process, where eligible respondents were invited to put forward project funding opportunities for initial assessment; and
- a formal grant application process, where those respondents with shortlisted proposals were invited to formally apply for a VPF grant.

How much funding was available?
$21 million was reserved for grants over three years (2018-19 to 2020-21).
Who was eligible?
The IEOI was open to incorporated not-for-profit community housing organisations, with significant experience in developing and managing long-term community housing in Victoria.
The following types of organisations were not eligible to apply:
- for-profit organisations
- state or federal government departments or agencies
- universities, TAFEs and other academic institutions
- churches or religious organisations
- local councils.
The round sought proposals for the development of long-term housing only. Proposals for other types of housing, including crisis/emergency, transitional or respite housing, were not further assessed.
Grant applications
After the expression of interest stage was completed, we invited those respondents whose proposals were shortlisted to apply for a VPF grant.
All grant applications were formally evaluated, with independent recommendations made to the Minister for Consumer Affairs by us and the Estate Agents Council. The awarding of grants was at the sole discretion of the Minister.
